Background of project:

The aim of this survey is to investigate the possibility and condition of providing heating with forest waste biomass, geothermal pump source and briquette as state-owned buildings supply of Tsagaan-Uur soum. It is necessary to ensure implementation of the Renewable Energy Law, the State Policy Paper, relevant provisions of the Government Action Plan of 2016-2020 and Terms of Reference №73 of the Director of Policy Planning Department, Ministry of Energy.

Evaluation method: Qualification evaluation method

A. Scope of Work

International consultant will do following works which included in ToR in English and Mongolian language. /Please find document below/

  1. Prepare and submit of a list of questions answered by local individuals prior to the on site trip;
  2. Evaluate the quality and availability of current electricity supply based on on-site research and data;
  3. Study and analyze the possibility and condition of providing heat using forest waste biomass, geothermal pump source and briquette on site;
  4. Estimate the amount of investment required for a fully or partial independent power supply of forest waste biomass, geothermal pump source and briquette;
  5. Analyze the possibility of sustainable heat supply preparing biomass in a convenient form for the fuel facility and calculate the costs associated with it;
  6. Study whether the residents of the soum can contribute to firewood and preparatory work based on on-site research and project data;
  7. How sustainable is the solution to heat supply through the preparation of biomass and calculate the potential of ecological impacts on the forest in the soum;
  8. Determine the current scope of timber preparation and timber production for private and commercial purposes and identify those who benefit from it based on on-site research and project data;
  9. Calculate the heat production cost for independent heating supply system; and
  10. Submit a final report with drawings, conclusions and recommendations.

B. Required Qualifications, Skills and Expertise

The applicant must possess and demonstrate the following qualifications:

  • Relevant higher education in machinery installer and energy technology;
  • 10+ years of relevant experience working in relevant higher education sector;
  • Demonstrated ability to design an heating plant and heating network;
  • Experience working for heating plant and heating network;
  • Experience working for installation of heating plant and heating plant adjustment;
  • Experience working for energy projects;
  • Excellent communication, interpersonal and team work skills’
  • Ability to analyze thermal system;
  • Ability to estimate heat production cost for independent heating supply system; and
  • Strong oral and written English proficiency.

C. Application Submission Procedure

Interested candidates should submit an application consisting of the following documents prepared in English language:

  • Cover letter (maximum two pages) explaining the reasons for applying to the position, describing how the candidate’s qualification, skills and work experiences meet the selection criteria
  • Curriculum vitae, and
  • Copies of all diplomas and certificates
